The Office of Human Resources (OHR) supports a vibrant, diverse, and inclusive employee community at the Graduate Center and at its affiliated CUNY colleges and professional schools, which include Craig Newmark Graduate School of Journalism, Macaulay Honors College and School of Labor and Urban Studies.
The HR Manager will develop and lead/manage engagement and development programs for Graduate Center, Macaulay Honors College, Craig Newmark Graduate School of Journalism and School of Labor and Urban Studies. This position reports to the Executive Director of Human Resources.
Duties include but are not limited to the following:
- Manages Learning & Development (L&D) and Employee Relations/Engagement initiatives and programs to enhance workforces and communities at the GC, SOJ, MHC, and SLU.
- Lead project teams, needs assessments and other activities to identify: gaps and/or risks and rectify, and strengths and opportunities to optimize and leverage while ensuring alignment with college’s strategic plan and goals.
- Lead research and development to build out inventory of L&D content, workshops, resources to foster professional development, career progression, support services, succession and contingency planning, etc.
- Establish and apply metrics and Key Performance Indicators (KPI) to ensure continuous effectiveness of programs; Build out and apply methodologies to solicit and assess feedback, report progress of workforce development and impact to college's mission.
- Manage on-boarding and off boarding processes; continuously improve on work flows for greater efficiencies and engagement.
- Develop and manage Internship Program; establish talent pipelines to fill campus vacancies.
- Manages employment engagement activities, such as: Bring your family to work day, Employee Recognition ceremonies (service, performance, etc.), Leadership Academy.
- Responsible for OHR communications, Content management on OHR's website and electronic displays, etc.
- Identify best practices and/or research and develop initiatives/programs to bolster positive community sentiment and employee satisfaction.
- Partner with HR Business Partners/Managers to devise strategies and execute tactics to fill hard to fill positions.
- Partner with Compliance and Diversity Office (CDO) to develop and execute methodologies to promote and build out Diversity, Equity, Inclusion, Belonging (DEIB).
All full-time and part-time CUNY staff are expected to work in-person at their campus office 70% of their work time. For full-time staff, this is equivalent to 7 out of 10 days of in-person work in a two-week period (e.g., 7 days in-person, 3 days remote). Remote days must be pre-approved by the direct supervisor. This hybrid work schedule is subject to change.
Qualifications:
Bachelor's Degree and six years' related experience required.
A preferred candidate should have:
- Experience in project management, content development/management.
- Experience in needs analysis ex. professional development and staffing, policy development.
- Strong analytical, organizational, and communication skills.
- Ability to manage multiple priorities.
- Experience with conducting presentations.
Candidates must be legally authorized to work in the United States on a full-time basis. Sponsorship will not be offered for this position
CUNY Title Overview:
Manages a portfolio of Human Resources programs and operations at the College level.
- Assumes responsibility for delivery of one or more human resources programs, which may include recruitment, performance management, labor relations, pay administration, recordkeeping, and/or human resources technology
- Manages staff responsible for carrying out operations in the Human Resources office
- Directly supports College department chairs and managers in staff planning, recruiting, hiring, and resolving sensitive personnel issues regarding their employees
- Provides guidance on the impact of laws and regulations, CUNY policies, and collective bargaining agreements
- Provides outreach to employees and provides communications such as meetings, newsletters, and web sites
- Compiles accurate and well-organized reports
- Assists management with developing policies, procedures, and programs to support Human Resources' objectives
- Performs related duties as assigned.
